स्टेशनों/लघु कार्यालयों में गठित राजभाषा कार्यान्वयन समितियाँ (Official Language Implementation Committees at Stations/Small Offices)
भारतीय रेल में राजभाषा अधिनियम, 1963 (Official Languages Act, 1963), राजभाषा नियम, 1976 (Official Language Rules, 1976) तथा गृह मंत्रालय के राजभाषा विभाग एवं रेलवे बोर्ड के निर्देशों के अनुसार राजभाषा नीति के प्रभावी क्रियान्वयन हेतु विभिन्न स्तरों पर राजभाषा कार्यान्वयन समितियों (Official Language Implementation Committees - OLIC) का गठन किया जाता है।
गठन (Constitution)
जहाँ किसी स्टेशन, कार्यालय अथवा परिसर में विभिन्न केंद्रीय सरकारी कार्यालय कार्यरत हों, वहाँ राजभाषा हिंदी के प्रगतिशील प्रयोग की समीक्षा एवं समन्वय हेतु राजभाषा कार्यान्वयन समिति का गठन किया जाता है।
सामान्यतः संबंधित स्टेशन/कार्यालय के वरिष्ठतम अधिकारी (Senior Most Officer) को समिति का अध्यक्ष (Chairman) बनाया जाता है तथा विभिन्न विभागों/कार्यालयों के प्रमुख अधिकारी समिति के सदस्य होते हैं।
उद्देश्य (Objectives)
समिति का मुख्य उद्देश्य निम्नलिखित है—
राजभाषा हिंदी के प्रयोग की प्रगति की समीक्षा करना।
राजभाषा अधिनियम एवं नियमों के अनुपालन की निगरानी करना।
कार्यालयीन कार्यों में हिंदी के प्रयोग को बढ़ावा देना।
द्विभाषिकता (Bilingualism) एवं त्रिभाषिकता (Trilingual Forms/Boards) के प्रावधानों का पालन सुनिश्चित करना।
कर्मचारियों को हिंदी में कार्य करने हेतु प्रोत्साहित करना।
राजभाषा संबंधी वार्षिक कार्यक्रम (Annual Programme) के लक्ष्यों की समीक्षा करना।
बैठकें (Meetings)
राजभाषा कार्यान्वयन समिति की बैठक सामान्यतः प्रत्येक तिमाही (Quarterly) अर्थात् तीन माह में एक बार आयोजित की जाती है। इन बैठकों में हिंदी के प्रयोग की प्रगति, लंबित कार्य, निरीक्षण टिप्पणियाँ तथा सुधारात्मक उपायों पर चर्चा की जाती है।
प्रमुख कार्य (Major Functions)
पत्राचार में हिंदी के प्रयोग की समीक्षा।
फॉर्म, रजिस्टर, नामपट्ट, सूचना-पट्ट एवं संकेतकों की द्विभाषिकता की समीक्षा।
हिंदी प्रशिक्षण (Prabodh, Praveen, Pragya, Parangat) की प्रगति की समीक्षा।
हिंदी टंकण एवं आशुलिपि प्रशिक्षण की समीक्षा।
राजभाषा निरीक्षणों में प्राप्त कमियों का निराकरण।
हिंदी पखवाड़ा, हिंदी दिवस एवं अन्य राजभाषा कार्यक्रमों का आयोजन।
रेलवे बोर्ड एवं राजभाषा विभाग के निर्देशों के अनुपालन की समीक्षा।
पुनर्गठन (Reconstitution)
राजभाषा कार्यान्वयन समिति का पुनर्गठन सामान्यतः प्रत्येक तीन वर्ष में अथवा आवश्यकता अनुसार किया जाता है। नए अधिकारियों के पदस्थापन अथवा स्थानांतरण की स्थिति में समिति की संरचना संशोधित की जा सकती है।
राजभाषा सहायक व्यवस्था
समिति के कार्यों के समन्वय, बैठकों की कार्यवाही (Minutes), अभिलेखों के रख-रखाव तथा अनुपालन रिपोर्ट तैयार करने हेतु किसी कर्मचारी को नामित किया जा सकता है। मानदेय अथवा अन्य वित्तीय प्रावधान संबंधित समय-समय पर जारी रेलवे बोर्ड/राजभाषा निदेशालय के आदेशों के अनुसार लागू होते हैं।
राजभाषा कार्यान्वयन समिति भारतीय रेल में हिंदी के प्रगतिशील प्रयोग, राजभाषा नीति के प्रभावी कार्यान्वयन तथा राजभाषा संबंधी लक्ष्यों की प्राप्ति हेतु एक महत्वपूर्ण संस्थागत तंत्र (Institutional Mechanism) है। यह समिति कार्यालयों में हिंदी के प्रयोग की नियमित समीक्षा कर राजभाषा नीति को व्यवहारिक रूप से लागू करने में महत्वपूर्ण भूमिका निभाती है।
Official Language Implementation Committees at Stations/Small Offices
Constitution
OLICs are constituted at stations and offices where coordination is required for monitoring the progressive use of Hindi in official work.
Normally, the senior-most officer available at the station or office functions as the Chairman, while the heads of various departments/offices function as members of the committee.
Objectives
The main objectives of OLIC are:
To review the progressive use of Hindi in official work.
To monitor compliance with the Official Language Act and Rules.
To promote the use of Hindi in day-to-day administration.
To review implementation of bilingual and trilingual provisions.
To encourage employees to work in Hindi.
To review targets prescribed under the Annual Programme.
Meetings
The committee normally meets once every quarter (once in three months) to review the progress of Official Language implementation and discuss corrective measures wherever necessary.
Major Functions
Review use of Hindi in correspondence.
Review bilingual forms, registers, name boards and signages.
Review progress of Hindi training programmes.
Review Hindi typing and stenography training.
Ensure compliance with Official Language inspection reports.
Organize Hindi Day, Hindi Fortnight and other Rajbhasha activities.
Monitor implementation of Railway Board and Department of Official Language instructions.
Reconstitution
OLICs are generally reconstituted once every three years or whenever administrative requirements necessitate changes in membership.
Secretariat Assistance
A designated employee may be entrusted with maintaining records, preparing minutes of meetings, monitoring action points and coordinating Official Language activities. Any honorarium or expenditure shall be governed by the latest Railway Board or Department of Official Language instructions.
Official Language Implementation Committees play a vital role in ensuring effective implementation of the Official Language Policy and promoting the progressive use of Hindi in Indian Railways.
