भारत सरकार की राजभाषा नीति (Official Language Policy) का उद्देश्य केंद्र सरकार के कार्यालयों, सार्वजनिक उपक्रमों (PSUs), स्वायत्त निकायों तथा बैंकों में राजभाषा हिंदी (Official Language Hindi) के प्रगतिशील प्रयोग (Progressive Use of Hindi) को बढ़ावा देना है।

इस उद्देश्य की पूर्ति के लिए गृह मंत्रालय (Ministry of Home Affairs) के राजभाषा विभाग (Department of Official Language) द्वारा नगर राजभाषा कार्यान्वयन समितियों (NARAKAS/TOLIC) का गठन किया जाता है। यह समिति स्थानीय स्तर पर विभिन्न केंद्रीय सरकारी कार्यालयों के मध्य समन्वय स्थापित कर राजभाषा नीति के प्रभावी क्रियान्वयन में महत्वपूर्ण भूमिका निभाती है।

नगर राजभाषा कार्यान्वयन समिति (NARAKAS) केंद्र सरकार के कार्यालयों, सार्वजनिक उपक्रमों, बैंकों एवं अन्य केंद्रीय संस्थानों में हिंदी के प्रयोग को बढ़ावा देने हेतु गठित एक संयुक्त मंच (Joint Forum) है।

इसका उद्देश्य है—

गठन (Constitution of NARAKAS)

राजभाषा विभाग, गृह मंत्रालय के दिनांक 22.11.1976 के कार्यालय ज्ञापन के अनुसार ऐसे नगरों में NARAKAS गठित की जा सकती है जहाँ केंद्र सरकार के 10 या उससे अधिक कार्यालय, उपक्रम अथवा बैंक स्थित हों।

अध्यक्ष (Chairperson)

समिति का अध्यक्ष सामान्यतः नगर में स्थित सदस्य कार्यालयों/उपक्रमों/बैंकों के वरिष्ठतम अधिकारियों में से एक होता है।

अनुमोदन (Approval)

समिति का गठन भारत सरकार के सचिव (राजभाषा) / Department of Official Language की स्वीकृति से किया जाता है।

Present Status of NARAKAS

वर्तमान में देशभर में 250 से अधिक नगर राजभाषा कार्यान्वयन समितियाँ कार्यरत हैं। विभिन्न सरकारी स्रोतों में इनकी संख्या समय-समय पर परिवर्तित होती रहती है क्योंकि नई समितियों का गठन एवं पुनर्गठन होता रहता है।

Introduction

India is a multilingual country with a rich linguistic diversity. The Government of India has adopted Hindi as the Official Language of the Union and has formulated an Official Language Policy to promote its progressive use in government functioning.

To facilitate the effective implementation of the Official Language Policy at the local level, the Department of Official Language, Ministry of Home Affairs, Government of India, has established Nagar Rajbhasha Karyanvayan Samitis (NARAKAS), known in English as Town Official Language Implementation Committees (TOLICs).
